New Online Payment Options!

Thank you for using the City of Salem Permits and Licenses online payment program. You now have two options for making Permit and License renewal payments online. While you are still able to use the existing e-payments capability through the City's website, the new Splash Portal (Salem Permit, License, & Application Services Home) provides enhanced payment options with immediate payment posting.

The City of Salem is scheduled to perform a technology infrastructure update from Thursday, May 23, 2013 to Monday, May 27, 2013. As part of the update, the City's E-Payments Services will be unavailable during the following times:
- Thursday, May 23, 2013, 5:30 PM to 10 PM PST
- Monday, May 27, 2013, 8:00 AM to 12:00 PM PST
If you are attempting to make a payment during the above outage windows, please try again after the outage period has elapsed.

Browser Requirements (effective May 14, 2011)
In order to make an online payments for your Permits and Licenses using either the E-Payment Service or the SPLASH Portal, you must be using one of the following browsers: Firefox version 3.5; Microsoft Internet Explorer 6.0, 7.0, or 8.0; Netscape Navigator version 7.0 Chrome version 10 or Safari version, 3.2.1. Also, your browser must be enabled for both JavaScript and Cookies. To enable your browser for JavaScript or Cookies, please consult your browser documentation.
