Get Involved in the Budget Process
The City of Salem budget is the annual financial plan for the City. It is organized around the community’s and the Salem City Council’s expectations for City services, or result areas. These result areas are based on the City’s vision, mission, and values in the strategic plan.
Budget Schedule
Each year we establish a budgeting process schedule for the coming fiscal year. 2025-2026 Fiscal Year Schedule:
- October 2023: Begin five-year forecast
- January 10, 2024: Five-Year Forecast presentation to the Citizen Budget Committee
- January-February 2024: City departments submit budgets for review and approval by the City Manager.
- Budget Committee meetings:
- March 14, 2024, 6 p.m.
- March 21, 2024, 6 p.m.
- April 17, 2024, 6 p.m.
- April 24, 2024, 6 p.m.
- May 1, 2024, 6 p.m.
- May 8, 2024, 6 p.m.
- May 15, 2024, 6 p.m. (if needed)
How You Can Participate
The Citizen Budget Committee is the fiscal planning advisory board for the City Council. Through the budget process they prepare a proposed budget and present it to the public and the Salem City Council for final approval.
You can get involved in several ways through the Citizen Budget Committee:
- Inform yourself about the City’s budget by reading the City Manager’s message and financial summaries in the current (Fiscal Year 2024) budget.
- Watch Budget Committee meetings on CCTV cable, Channel 21.
- Stream live or later on the City of Salem YouTube Channel.
- Attend a Citizen Budget Committee meeting at the Salem Civic Center, 555 Liberty Way SE, Council Chambers.
- Sign up to testify at a meeting either in-person or online.
- Apply to be a Budget Committee Member.
