Salem needs more housing. To help meet that need, the City is creating a Housing Production Strategy (HPS) to outline how Salem plans to encourage housing development. The HPS is expected to include tools, policies, and actions that promote the production of a variety of housing types.

During the HPS project, the City will work with the community to:

  • Confirm Salem’s housing needs
  • Conduct a market study to determine the feasibility of developing housing in mixed-use areas
  • Develop housing production strategies

Where Are We Now?

The City is working to develop potential actions to encourage housing development. This work will draw upon input from City Councilors, Planning Commissioners, focus groups with local organizations and the development community, market study findings, and public input. 

The City anticipates holding a public webinar on the potential actions in early 2025. Check back here for more information on the webinar. The City expects to bring the Housing Production Strategy to the City Council for adoption in mid-2025.
