Drinking Water Supply Improvements and Woodmansee Park Master Plan Update

Aquifer Storage and Recovery (ASR) Phase I Construction Started

In January, construction to expand the Aquifer Storage and Recovery (ASR) system in Woodmansee Park began. The improvements include:

  • New 2,200 sq. ft. water treatment facility with paved maintenance/delivery parking and security fencing
  • Landscaping and stormwater detention around the facility
  • Widened maintenance road and new waterline along existing easement to Sunnyside Road SE
  • Paved path along the east side of the soccer field
  • New waterline near treatment facility and soccer field
  • New waterline in Sunnyside Road SE to connect to the City's existing water distribution system.

In late April, the work zone will extend to Sunnyside Road SE where waterline construction will begin. Construction on the Sunnyside waterline is anticipated to continue through August 2021. The City's contractor will construct the new waterline in the southbound lane of Sunnyside Road SE, from approximately 200-feet north of Woodmansee Street SE south to Boone Road SE. Sunnyside Road SE will remain open to traffic, with limited lane closures. Travelers should expect traffic delays as flaggers will guide traffic and maintain access during lane closures.

Background

For over 20 years Woodmansee Park has been the site of a key component of the City’s water supply, called an Aquifer Storage and Recovery (ASR) System, which provides the City with supplementary drinking water during high-demand summer months or during emergencies. The ASR System consists of a large, natural underground aquifer (reservoir) that the City fills with drinking water during the winter months and then uses to supplement drinking water as needed.

As part of the City's continuing commitment to provide safe and resilient drinking water, the ASR System in Woodmansee Park is being improved and expanded to include a new treatment building and additional wells. To address short- and long-term impacts to park facilities from the improved ASR system, these drinking water improvements will be coordinated with an update to the Woodmansee Park Master Plan that ill determine future park enhancements.

The ASR System Improvement project is separated into two phases of work. As noted above, Phase 1 includes a new water treatment facility, a pipeline connection to the existing ASR well building near the main park driveway, and a new pipeline to Sunnyside Road, connecting to the City water supply system at Boone Road.

Phase 2 includes the potential development of up to three new wells and associated new underground piping to increase capacity of the ASR System. The depth, constructability, and flow potential for individual wells are being investigated before final decisions are made about where and how many of these wells will be constructed. Each new well will include a 900 square-foot building similar to other existing well buildings in the park. Hard surface access driveways will be installed to access the wells, and these will be integrated with park trails and walkways where practical. Construction of the Phase 2 ASR improvements is tentatively scheduled for 2022, pending funding.

The water treatment building will include equipment to adjust the chlorine and pH of the drinking water after it is removed from the aquifer and before it is delivered to the public for consumption. The 2,200 square foot building will be approximately 20 feet high. Along with the new building, additional improvements will be made including landscaping, a stormwater detention facility, a security fence, and a dedicated access road off Sunnyside Road for maintenance vehicles and deliveries. An existing footpath will be redirected around the treatment facility. A new walkway will be constructed from the main park driveway across the area east of the soccer field to the treatment facility and trails.

Woodmansee Park Master Plan Coordination

The Woodmansee Park Master Plan update is taking place as a parallel process to the ASR System design work. Public outreach included virtual open houses, online surveys, park website updates, and postcards. A final Park Master Plan Update will be available in the spring of 2021.

Budget

The initial budget for the ASR project is $11.5 million dollars for the water treatment facility and associated improvements, modifications to the existing wells, and pipeline connections to the City’s existing water distribution system. This does not include funding for the additional wells. Funds for the additional well work will be allocated through the Capital Improvement Programming process. Approximately $500,000 of the ASR project budget will be allocated to Woodmansee Park improvements identified in the Master Plan.
