Authority for City Council and City of Salem

Administrative Rules. These rules implement and clarify provisions of the Code. They include things like design standards for public improvements, library patron standards of conduct, and parking regulations.
City Charter. The Charter establishes the Council-Manager form of government, establishes the terms of members of council, powers and duties of the mayor, council and the city manager, and a wide variety of other items.
Council Policies. These cover a wide variety of topics and many are out of date. We had hoped to address council policies when we looked at the Council Rules, but it is a much bigger task.
Council Rules. These generally govern council member conduct and procedures at council meetings.
Housing Authority Bylaws. Fairly similar to Council Rules. The Mayor is NOT a member of the Housing Authority Commission, which is a state law requirement.
Salem Revised Code.
Urban Renewal Agency Rules. Substantially similar to Council Rules.

Ethics

Salem Reviews Code Chapter 12 - Ethics for Public Officials. . The City’s Ethics Code is substantially similar to State ethics laws, but the City’s definition of “conflict of interest” is somewhat more strict. In addition, Section 62 of the City Charter, contains additional specific requirements for City officials to adhere to when participating in a public hearing
