Financial Reports

Financial reports are produced to show how money entrusted to the City is acquired and how it is spent. These reports are reviewed by decision makers to help determine financial priorities, and by bond rating agencies to evaluate the financial position of the City. You can view information about the City’s fiscal management in the reports below, which are intended for use by the general public.

Annual Reports

Five-Year Financial Forecasts

The five-year forecasts are planning tools to aid the City Council with making financial decisions and maintaining service delivery within available resources. Each forecast displays a five year financial picture based on a specific set of assumptions. Highlights of the forecasts include a summary of fiscal health, the future outlook for many City funds, and local economic analysis.

Annual Comprehensive Financial Reports (ACFR)

The ACFR displays an entire fiscal year of financial information for the City. Highlights of the ACFR include an explanation of the City’s financial policies, detailed financial schedules, and a ten-year comparison of the financial health of the City.

Urban Renewal Agency (URA) Annual Financial Reports

This is an annual financial report that provides financial information for the URA for one fiscal year. It contains detailed financial schedules and explanation of those schedules as well as financial statements.

Salem Convention Center Annual Financial Reports

This is an annual financial report that provides financial information for the Salem Convention Center for one fiscal year. It contains financial statements and explanation of the financial status of the Convention Center.

Federal Grant Compliance Annual Report

The Federal grant compliance annual report provides a record of grant expenses for one fiscal year. It includes a report from the City’s financial auditors about how the City follows grant laws.

The quarterly financial reports provide analysis of financial trends and make year-over-year and budget-to-actual comparisons. These reports provide graphic displays of financial data.

Urban Renewal Agency Quarterly Financial Reports

Quarterly Investment Reports

A quarterly investment report shows how the City has invested available cash and the performance of those investments.

Bonds and Other Debt

The Municipal Securities Rulemaking Board provides materials to the public free of charge on the Electronic Municipal Market Access (EMMA) system to assist and inform potential investors in City issued debt. EMMA contains documents related to debt and debt compliance, such as:
